Digital Portfolios&lt;br /&gt;
** Dale Pike of the College of Liberal Arts &amp;amp; Sciences (CLAS) began with a discussion of an ongoing proof of concept about their experience piloting digital portfolios for reappointment, promotion and tenure. The proof of concept involves five faculty from CLAS.  CLAS is taking the lead on the effort with oversight provided by the Dean’s Council.&lt;br /&gt;
** Dale indicated that the proof of concept was seen as favorable on the part of the 5 faculty, but uncovered several political and technical issues that will need to be resolved.   &lt;br /&gt;
** Stage two of the proof of concept will include extending the test to participants from other colleges.  &lt;br /&gt;
** Issues and concerns:&lt;br /&gt;
*** Hesitant faculty because of the unknown security concerns &lt;br /&gt;
*** Possible bias towards better prepared digital portfolios over those created by less-technical faculty&lt;br /&gt;
*** Privacy and security especially as it relates to letters of recommendation and review memos&lt;br /&gt;
*** Problems finding a technology that disallows the ability to reproduce the documents via printing and imaging&lt;br /&gt;
*** The University’s digital legal policies and concerns over discoverability. Issues of discoverability were especially relevant to tenure disputes and media requests.  Josh Humphrey will be consulted to provide insights on discovery rights.&lt;br /&gt;
** Conclusion:&lt;br /&gt;
*** The process increased the time commitment for the applicant, but decreased the time for the review committee since all documents were virtually available&lt;br /&gt;
*** The focus should on the benefits and costs, not the toolset&lt;br /&gt;
*** Procurement of the software – create software or vendor purchase&lt;br /&gt;
Recommendation: &lt;br /&gt;
&lt;br /&gt;
FITSAC will table this issue and continue to solicit feedback from the College of Liberal Arts &amp;amp; Sciences. Any updates will be discussed and included in the FITSAC minutes. &lt;br /&gt;

Email Replacement &lt;br /&gt;
&lt;br /&gt;
Jay Dominick shared the document Email Replacement Analysis with the committee outlining issues related to changes in the email environment. This document proposes that a broad-based committee be established to answer the following key questions regarding email:&lt;br /&gt;
&lt;br /&gt;
* Is the current email system adequate for UNC Charlotte over the next five years?  Can it cost effectively deliver the services needed by faculty, staff and students? &lt;br /&gt;
* If not, what should be the replacement strategy?&lt;br /&gt;
&lt;br /&gt;
The following committee composition is proposed:&lt;br /&gt;
* Representatives from the FITSAC (2)&lt;br /&gt;
* Representative from Student Government (1)&lt;br /&gt;
* Representative from Graduate Students (1)&lt;br /&gt;
* Staff Representatives (2)&lt;br /&gt;
* Alumni Affairs representative (1)&lt;br /&gt;
* Business Affairs representative (1)&lt;br /&gt;
** Chancellor at-large appointment (2)&lt;br /&gt;
* Information and Technology Services (2)&lt;br /&gt;
* Vice Chancellor for ITS (ex-officio)&lt;br /&gt;
&lt;br /&gt;
Dan Morrill made the motion seconded by Maureen Brown to accept the proposed committee composition in the Email Replacement Analysis document. Motion carried.&lt;br /&gt;
&lt;br /&gt;
FITSAC will solicit two representatives to serve on this committee upon receiving that request from the committee chair.&lt;br /&gt;
&lt;br /&gt;
Recommendation: &lt;br /&gt;
&lt;br /&gt;

* Julie stated that Cathy Sanders in Institutional Research had a pilot program previously and might have some information. Action item: Julie will contact Cathy to get the report and share it with the committee.&lt;br /&gt;

* Video Surveillance&lt;br /&gt;
** The Chancellor has committed funds to supplement video surveillance on campus, which touches two issues previously before the Committee:&lt;br /&gt;
**# Policy- Jesh gave an update and is working on the following questions to take to the Chancellor: What is it for? What do we do with the data? Where do we surveil and under what circumstances? What notification? What do we want to protect?&lt;br /&gt;
**#  Technology- Tom Lamb shared the work of the technical team and the development of a process for purchasing surveillance technology.&lt;br /&gt;
** Jesh suggested that we hold off spending until we receive feedback from the Cabinet regarding answers to our questions.&lt;br /&gt;
** Beverly Setz will try to track down the map that was produced by Campus Police showing the location of cameras. &lt;br /&gt;
&lt;br /&gt;
* Blue Light Phones &lt;br /&gt;
**The committee discussed the use of the Blue Light Phones. They seem to be only sporadically used and there were no recorded events of them bing used for an emergency. They generate a lot of false alarms. There are 350 phones on campus, which are checked weekly by staff.&lt;br /&gt;
&lt;br /&gt;
* Campus Identification&lt;br /&gt;
** The Safety &amp;amp; Security Committee suggested that this Committee look at a policy for requiring students to have ID's and keep them on their person while on campus. There was also discussion about whether or not we should require visitors to have badges. There was considerable discussion/feedback regarding:&lt;br /&gt;
**# Require students/staff have ID's, being flexible with non-traditional students. The committee was in support with the caveat that we need to have the capability to make and distribute ID's to our non-traditional students.&lt;br /&gt;
**# Require students/staff to carry ID's at all times. The committee was generally supportive of noting that the requirement to carry the ID is in fact written on the ID.&lt;br /&gt;

* Internal audit encouraged members to complete their fraud surveys if they've gotten them&lt;br /&gt;
